Issue: Breakout rooms look like lobby and teachers can't access tools
This is a common issue....
1) End Breakouts (make sure to notify all teachers and students, or have the EC/CD do so)
2) Remove all affected Rooms
3) Switch to Teaching Layout
4) Create as many new rooms as needed
5) Start Breakouts
6) End Breakouts
7) Switch to Lobby Layout
8) Start Breakouts again.
